I enclose a copy of Mr. Thomson's report, from which Your Lordship will observe that he was strongly of opinion that while the working of the College should not be interrupted by more than two examinations annually, to be held respectively by the Inspector of Schools and the Headmaster. Mr Thomson's opinion is entitled to especial weight because he has not only a fair knowledge of Chinese, but has had practical experience as a schoolmaster. Thereupon peremptory instructions were issued to the Headmaster to afford the Inspector of Schools every facility for holding his examination, and the examination was held accordingly; but before the report thereon was received the
